About “Program-89” : P-89 was designed by the Vietnamese government to enhance the skills of academic and administrative staff of higher education institutions through scholarships to study PhD abroad. As of 2020, a mere 32% of lecturers in all higher education establishments in Vietnam have a doctorate.
The program is an extension of the former 322 and 911 programs, which provided USTH with more than 70 PhD graduates from France. It is aimed at staff already employed by the universities, in order to help them improve their skills. This distinction is central, since the candidate fellows must have an employment contract at the USTH before leaving to study and must return to USTH after graduation to teach for 9 years.
Eligibility requirements of the French Higher Education institutions :
- Priority is given to member institutions of the USTH Consortium
- By decision of the Vietnamese government (see last before at last page), the host university in France must be ranked among the top 500 institutions on at least one of the THE, QS or US-News rankings : Click to see THE, QS or US-News rankings
It may also propose a CNRS-affiliated host laboratory
- The scholarship allocated by the Vietnamese government is 960 euros net/month
- The host organization in France must provide co-funding to meet the minimum financial support required by the doctoral school where the student will be enrolled
- The student must return to USTH right after graduation.
In view of future pedagogical needs, USTH will favor topics in the following fields:
- Engineering sciences: Electrical Engineering, Mechatronics, Automotive
- Computer Science: Machine learning, Data Science, AI, Bio Informatics
- Life sciences: pharmaceutical chemistry, biomedical technologies, food technologies

How to participate in the P-89 program :
- Complete the application form and return it to doctoral.school@usth.edu.vn with a copy to : dritt@usth.edu.vn
- The USTH will launch a recruitment campaign for Vietnamese students and guarantees the distribution of offers
- The USTH puts students in touch with candidate universities
- The USTH takes the application forward to the Vietnamese authorities as soon as all the French and Vietnamese parties have validated the candidate and completed the necessary procedures.
Important: the final validation and effective departure to France of a P-89 PhD is decided and triggered by the MOET (Ministry of Education and Training) and the MOF (Ministry of Finance).
In the past, this decision-making has been lengthy, easily taking 12 months.
A very lengthy part of the process at the ministerial level relates to the validation of the French institution’s eligibility, then about the validation by the French doctoral school of the funding the PhD student will have access to.
The more precise supporting information your institution will be able to provide and the quicker the lag-phase between the submission and the written departure decision. We have included these in the application form to be completed, for this particular reason.
